Pursuant to WWE's Concussion policy, the stunt of using a folded metal chair shot to the head is prohibited. Triple H and The Undertaker have both been fined for violating this policy at WrestleMania XXVII. WWE penalizes through fine and/or suspension for violation of this policy, which is unchanged and still in effect.
There are several things wrong with this:
1.) It's The Undertaker and Triple H. I know that "no one is above the law", but come on. They're the two people you DON'T say no to in this industry, and they're two of the guys who put the WWF over the level of expectations anyone ever dreamed they could reach.
2.) This pussifies the WWE in so many ways it's ridiculous. I'm serious. People get concussions all the time, and remember, Benoit had other problems, not just the amount of undiagnosed concussions. If WWE wants to prevent concussions, they'll end up doing something that I won't mention because if I do, they'll see it and think it's a great idea. Believe me, it's not, and it makes "wrestling" even further in the past than it already is.
3.) It's a physical "sport", whether people want to believe it or not. While it may not be a real sport, the roots of it come from one, and it's a very physically demanding, tiring, and painful one. If you're not sore, bruised, or physically a little messed up, then you're on something. People get concussions all the time in football (American) and there's no ban on it or limitations to seriously prevent it sport-wide. It's part of the business that these athletes chose to be in.
4.) It's a fucking chairshot to the head. This is no different than blasting someone's head into the ring post, or the apron, or the stairs, or using a metal briefcase on someone's face. It's going to have the same effect, maybe not as much so, but the same effect nonetheless. And this is the first time it's been done in like, two years, so cut the boys some slack! They wanted to add a dramatic element to the show, and they sure as hell did. What, are you gonna cut that shit outta the DVD release?
There IS a good side to this, however: If Triple H did that on his own power... then maybe when he takes over the company completely, things will change for the better, and we'll get back to the real wrestling that WWF was known to put on TV. If he's willing to do that against company policy, then maybe he'll change the policy and TRAIN the wrestlers (I refuse to call them superstars) to take bumps, actually learn how to deliver the moves better (like the piledriver!) and efficiently tell a story in the ring without crippling the other guy. I can guarantee you if CM Punk and Bryan Danielson ever had a match outside WWE, it'd be far superior than any match they'd have with each other IN WWE, because there would be less limitations, and they're both well trained athletes, so they know what they're doing.
